Mecca Rules and Regulations

With the introduction of the Tourist e-Visa on September 28, 2019, Saudi Arabia announced new regulations regarding public conduct and decency. Men and women are required to refrain from publicly expressing affection and to avoid blasphemous language or gestures. It is forbidden to photograph or record videos without permission. Visitors to Saudi Arabia should familiarize themselves with the laws of public decency. Saudi authorities prohibit photography (still images or videos, including those taken with your phone) at the Holy Mosque in Mecca or the Mosque of the Prophet in Madinah. Any violation of official instructions may result in confiscation of your device. Please use your best judgment and follow the rules of each website. Saudi visa requirements require that women under the age of 45 be exempt from a „mahram“ (e.g. a male member of their immediate family) for Hajj or Umrah.

Women must travel with their mahram or be picked up by them upon arrival; Failure to do so may result in significant delays and/or being denied entry. Ask travel agents for updates if the Saudi government is revising their requirements. During Hajj, the government may set new exit requirements that limit when you can leave. Local regulations include provisions that may discourage you from leaving early. Travelers must comply with all Saudi government travel regulations. Before booking your trip, read the „Entry Requirements“ section of the Foreign Commonwealth and Development Office (FCDO) guidelines for the latest rules you need to follow to enter Saudi Arabia. The Ministry of Health has established a number of requirements that visitors must meet to obtain an entry visa for Hajj and Umrah in the Kingdom of Saudi Arabia for the 1434H Hajj season. These health regulations include: Umrah visas are usually valid for about two weeks. You must leave before the visa expires. All travellers arriving from polio-endemic countries and countries of recovery transmission such as Afghanistan, Chad, Nigeria and Pakistan should receive 1 dose of oral polio vaccine (OPV), regardless of age and vaccination status. Proof of polio vaccination at least 6 weeks prior to departure is required for visitors from endemic countries and recovered countries of transmission to apply for an entry visa to Saudi Arabia, and travellers will also receive 1 dose of OPV at border points upon arrival in Saudi Arabia.

The same requirements apply to travellers from recently endemic countries at high risk of poliovirus reintroduction, i.e. India. Umrah may be: The Middle East respiratory syndrome corona virus (MERS-CoV) continues to pose risks in Saudi Arabia. The Saudi government recommends that the following travelers postpone the pilgrimage: Local laws require men and women to dress modestly on shoulders and knees in public and avoid tight-fitting clothing or clothing with coarse language or images. Polio cases linked to the introduction of wild poliovirus or circulating vaccine-derived poliovirus have been recorded in Chad, Kenya, Niger, Somalia and Yemen in the past 12 months.

If you experience symptoms such as fever, cough and/or shortness of breath within 14 days of returning from Hajj, call your GP or NHS24 on 111 (outside office hours) and inform them of your recent trip. Since June 2018, women can obtain a driver`s license to drive, drive motorcycles and scooters. You should seek advice from local authorities on how to apply for a local license. Health authorities in countries of origin are required to inform pilgrims about symptoms of infectious diseases, modes of transmission, complications and prevention options.
