The LAVA program matches private lawyers with authorized individuals who require civil law services. Each year, these local lawyers give generously of their time by providing free face-to-face representation to low-income citizens of Erie. Low-income individuals who need a criminal justice lawyer should contact the Public Defense Attorney`s Office at 814-451-6322. In Erie County, NWLS coordinates pro bono lawyers who agree to represent eligible clients pro bono in certain types of cases. The Legal Aid Volunteer Attorney (LAVA) program operates in Erie County, where about 40% of the eligible population lives. The program is a collaboration between NWLS and the Erie County Bar Association (ECBA). The involvement of ECBA lawyers is very positive, as lawyers generously give their time to provide free direct representation to low-income candidates in the Erie area. Erie County Bar Association (LAVA) Legal Aid Volunteer Lawyer Program www.eriebar.com/public/resources/local-public-service-agencies Outside of Erie County, there are other forms of private attorney involvement, such as operating Judicare panels. These committees complement the service of our legal staff in areas where a program office is not readily available to our clients.
The private lawyers who make up these lists agree to accept a case that is referred to them in exchange for a minimum payment of „judicare“. These panels allow us to quickly provide clients with legal assistance through lawyers in their geographic areas. Direct representation: Lawyers give generously of their time by directly representing appropriate clients. NWLS refers eligible clients to lawyers with expertise or experience in their particular type of legal issue. Participating lawyers specify the areas of law in which they accept recommendations, and this information is used when a candidate is related to a lawyer. www.eriebar.com/public/resources/local-public-service-agencies Tina M. Fryling honored with the PBA Pro Bono Award, December 3, 2020 A 2020 PBA Pro Bono Award was presented to Tina M. Fryling by Erie on December 3, 2020 at the Erie County Bar Association Annual Meeting via Zoom to celebrate her work for the common good. Fryling is a long-time volunteer with the Erie County Legal Aid Volunteer Attorneys program, which has completed Chapter 13 and 7 bankruptcies over the past year and provided many hours of pro bono service. She helped an elderly man keep his home with utilities for the successful Chapter 13 bankruptcy; A second client made a fresh start and achieved its objectives with its Chapter 7 bankruptcy. At Voice for the Voiceless, Fryling has been an active member of the Erie County Bar Association since 1995 and is currently a member of the Lawyer Referral & Information System Task Force. As David Baxter, an attorney at Northwestern Legal Services, noted, „she`s always willing to help when I call.“ All licensed lawyers in Pennsylvania support access to justice, with a portion of their annual royalties going to legal aid programs, but it is the efforts of Fryling and all those who volunteer and encourage others to join the fight for equal access to justice that truly advance the public good. 6 Attorneys Ronald E. Cook and Daniel P. Foster were honored on December 6. He received the 2018 PBA Pro Bono Awards at the 2018 Erie County Bar Association Annual Meeting. Both were honored for representing a medically disabled lawyer who could no longer practice. They took over 44 cases at different stages of insolvency proceedings, including chapters 7 and 13, without any guarantee of payment. They participated in 53 hearings and filed 97 separate factums, including various Chapter 13 applications and plans. In 15 cases, which had been dismissed solely because of the former lawyer`s inaction, they succeeded in reinstating and quashing dismissal orders. By healing otherwise lost clients and maintaining the integrity of the justice system, Cook and Foster knew they would not be compensated for much of their work, but they continued to offer their services on a pro bono basis in the cases of these clients until final settlement. The administration and selection of LAVA eligibility is performed by Northwestern Legal Services. Potential customers must be eligible both financially and depending on the nature of the deal.
